The startup sound is in the ROMs of the computer so it would be really difficult to change. There's actually a bit of history behind that sound:

Unfortunately, you can't set sounds for shut down and start up. Especially 
since the startof sound actually comes out of the internal speaker of your 
computer. So there would be no point anyway. Besides, why would you want to 
change that lovely ding that you hear when you start up your computer?
