Yes, I do it every week on Mushroom FM. There's no short answer to this one but it depends on whether you have a mixer or whether you want to do everything from Studio's audio pipeline.
If the latter, it's quite easy because you don't need a second sound card. Just connect a decent microphone to the Windows side and set it up the way you would in Windows ordinarily. This is the easiest way, because Studio's audio pipeline streams to a Shoutcast server without using any sound card.
