My guess is you have another app open but that app had no windows open, so focus was on the menu bar. I have seen this happen when I have skype running but the main window is closed.

Okay, I am replying to my own message. I figured out the answer to my question. I am, however, going to leave it as a puzzle to see which one of you really smart Mac users can figure it out.
