Hi Tim,

I followed the procedure you outlined.  I did, however, start with Step 6 and 
finish with Step 6, <grin>.  The arrows still do not work.  I did notice that 
Repair Disk Permissions took longer, but the process did complete.  I think I 
will contact Apple Support's Accessibility Group and see what they recommend.  
Thanks.  At the very least, I was entertained, and that's a good thing!
