Hello Timothy, There are several options. You can try a free one such as through Wordpress. If you want more control, though, you can get web space through a web host, where you would install the blog software and have full control of how it looks, what features it has, etc. Most hosts have one-click installers that allow you to install any kind of software quite easily, without needing knowledge of coding or the like.
It is what I would recommend. You can find hosting for a blog for pretty cheap all things considered.
