I don't know how to solve this problem of yours, but the way I read Mail conversations I don't ever encounter the problem. When I get to a conversation in the messages table, I just command-O to open it. By default I end up in one of the messages. To read another message in the conversation I just stop interacting with the message and then VO-left and right arrows to get to the other messages in the conversation and then interact with them. Maybe it's more steps than what you do, but it behaves consistently.
