No, you're right, Mary. There were some changes to the accessibility menu (which, as Alex said, used to be universal access), including a new short cut key. The various settings were also grouped differently. The VoiceOver Utility, however, stayed the same, and that's all that most blind people need. I think the most differences would have been felt in the accessibility menus for hearing and motor disabilities. I'm pretty sure David Woodbridge did do a podcast on this in his Mountain Lion set.
