Not actions, there is an export button once the file loads (it is dimmed until 
the file has completely downloaded from Dropbox's servers). That is where you 
can send the document to other apps. As I said, an app with that "open in" or 
similar option is the only way to move files between apps, and Dropbox is no 
different, so a step-by-step is impossible since each app will handle the 
process in its own way.
