Hello,

open up Voiceover utility with control option F8.  Now arrow down to speech in 
the table.  Then VO right arrow over to the voices tab and make sure its 
selected.  After that, VO right arrow to the default voice pop up button. This 
will probably be set to Alex.  Press the button and select Customize ….  
Interact with the table of voices and check the Arabic voice.  Stop 
interacting, press ok and the voice should start downloading to your Mac.

When its done downloading you can select the new voice in the default voice pop 
up button.
