Audacity is free and pretty accessible. There is even a mailing list if you get stuck, and the help includes a keyboard reference. The developers are aware of accessibility and work to improve it, and, as I said, it's free! It takes some getting used to, but help from the mailing list and Google should get you going soon enough.
