it should be under the advanced or privacy tabs. if not there, then you may have to enable developer mode. Its been a while since I last used safari (it keeps crashing voiceover when I use web item rotor on bay's website). Safari also doesn't interact with some of the websites I go to on a regular basis (coding for IE or firefox).
Also, you might try webkit (a developers version of safari with some added features).
