it should be under the advanced or privacy tabs. if not there, then you may 
have to enable developer mode. Its been a while since I last used safari (it 
keeps crashing voiceover when I use web item rotor on bay's website). Safari 
also doesn't interact with some of the websites I go to on a regular basis 
(coding for IE or firefox).

Also, you might try webkit (a developers version of safari with some added 
features).

The other poster also nailed it by setting the default web page to a site you 
want (or even to a blank page if needed). both options should work for your 
needs.
