It can be done but there are major limitations at least in my experience.

To bring a loop into your project, double tap and hold "Pass through" and it 
will drop in the project. unfortunately as far as I'm aware there is no reel 
way to be able to choose where it goes unless you have a little site or very 
good screen awareness and even then… I've also found that after a while 
projects seem to break. I can no longer copy loops in or no matter what I try, 
they drop in the middle of other loops on other tracks.

As for resizing them, from memory and it has been a while, double tap on the 
loop within your project and handles should appear. You can double tap and hold 
on a handle to stretch or shrink the loop and if things are playing nicely, vo 
will give a vocal indication of how much your stretching/shrinking  much like 
when you move a track/loop etc.

Sorry if this isn't accurate, it's been a while and my memory aint so good any 
more. <grin>  There is a podcast on applevis about using garageband on iOS that 
may help refresh your skills.
