The drawer is, as I understand it, a slide-out panel with options (follow/unfollow, tweet, followers, and friends counts, and so on). It can be placed on the left or the right in Preferences, but I have mine on the left so I just vo-left until I fond it. Once I do, I interact and I can view everything inside it. You may have to hit cmd-d to toggle the drawer open before you can use it. Yes, following someone adjusts your account, so you can follow, un-follow, favorite, and so on from any Twitter app on any platform and the change is reflected in any other Twitter app you care to use, so long as you are using the same account.
