I think that it has something to do with the syncing process.  Even though the 
Google Drive app allows you to keep files locally, they are also synced with 
the web-interface.  Probably a safety redundancy thing that Google wished to 
put in so that if things get accidentally deleted on one Google syncing 
machine, they are not permanently gone.
