The Voiceover thing is definitely there. Here’s what I had to do to get VO loud enough:
1) Open settings / general / reset, and reset all settings. This on’t delete any of your content. 2) Follow the reset and let your phone restart. 3) Pick your VO voice. 4) Go to the rotor settings and select volume. 5) Rotor to volume and turn it up to your preferred level. It ill only go to 90%, but that should be plenty. 6) Remove volume from the rotor.
