Hi Ray,

It doesn't appear broken to me.  I was able to remove a Signature with no 
issues at all.

1.  Into Mail Prefs.
2.  Select the Signatures tab.
3.  Select the desired account from the Signatures Table.
4.  Select the Signature you wish to delete from the Names Table.
5.  Navigate to the Remove button and press VO-space.

This will remove the signature from that account , does not remove it from the 
All Signatures area and, does not require a confirmation.  If you want the 
signature totally gone from your life, select the "All Signatures" item from 
the Signatures Table then use the same steps as above to remove specific 
signatures.  A confirmation dialog will appear in this case as you are totally 
removing a Signature from your Mail app.
