I've tried a few things to sync my VoiceOver preferences between my Mac. Portable preferences was impracticable as I needed to always carry the USB stick with me. My more recent attempt has been to export my VoiceOver preferences to Dropbox and then import them when I change Macs, but some of the commander settings haven't exported or imported properly.
So, I could suggest one work around to be for you to export all your VoiceOver preferences, send that file to that person and then they could import all your preferences including commanders.
