Yes, it is Rich text. I just played with this and was able to create a link. I 
highlighted the text I wanted to use, pressed command-k to create the link, and 
was prompted to put in the uRL. I'm not sure if this works in a signature, but 
you can give it a try. The "add link" option is also found in the edit menu 
inside a message.

When I tried in a plain-text message, I was prompted to convert the message to 
rich-text format.
