It depends which application you’re using in some circumstances. With VO, you can start quicknav by pressing left and right arrow keys at the same time till you hear “quicknav on” and then use up and left arrow or right arrow at the same time to change to words, then use down arrow to go by word. Or the non-VO way in text documents is to use option-left and right arrows to go to previous and next words. You can get these to work on a web page most of the time by interacting with a text area on it.
