I had not heard of MS giving out ISO images. Would have been nice to know. From my reading of various forums and such I needed to purchase a full Windows 8.1 installer to make a virtual machine and that meant buying what they call a System Builder OEM disk. I ended up purchasing an actual DVD of Windows 8.1 for $97 from Amazon:

and then made my own ISO from that using terminal and dd:

dd if=/dev/disk2 of=~/myCD.iso bs=2048 conv=sync,notrunc

Then I could use the myCD.iso to install Windows 8.1. The CD came with a printed activation code.

Hey Kaitlyn. When I installed Windows 7 onto my Mac, I just told Fusion
to use the Iso file that was located in my downloads folder. So the
answer to your question is no, you don't have to burn it onto a DVD.
