I use Audacity all the time with no problem. You need to download it from 
audacity.sourceforge.net, not the App Store. However, once an audio file has 
been saved, there is really not much you can do to improve its quality. 
Normalizing affects volume, not quality, which is why you didn't notice much 
difference.
