I was thinking the same.But since I was having some issues with mail, I decided to do a clean install.

“1. Once I create the bootable disk, is it best to shut down the Mac and then 
restart with the USB drive already inserted?

2.How would I know when to do command f5 to get voiceover started so that I can work through the install process?

3.If and when OSX 10.9.2 is release, would I need to do another clean install?”

rather just upgrade, and then if I find myself having a lot of inexplicable 
issues, I will go ahead an do a clean install.  But for the overwhelming 
majority of people, a clean install won’t be necessary.
