Your Mini probably has Mavericks, but it may still have Mountain Lion. Press ctrl-option-m, down arrow to "About this Mac", press enter, and move through the resulting dialog with ctrl-option-right or left to find your OS10 version. Hit escape to close it.
A commander is a way of assigning actions to keys or trackpad gestures. I'd suggest getting comfortable with Voiceover's basics before delving into commanders. 3.
