The main differences in Mavericks are iBooks and Maps, plus new Voiceover voices. Of course, there are other changes, but they are not visible (better battery/memory management) or very easy to figure out (tabs in Finder). Most people seem to agree that iBooks is not very usable at present, and maps does work but is rather confusing. The only accessibility change I can think of is the new vo-cmd-space, which offers a menu of actions to use on the focused item.
