Twitter is meant to be a public thing, not a network for only those who are 
"friends". So, you can follow anyone at all, and anyone at all can follow you. 
Don't tweet personal information and you will be fine.

Lists are the feature you want. You can add people to lists without following 
them directly, so their tweets appear in that list but not in your main 
timeline. For instance, you can add @cultOfMac and @MacWorld to a Mac list, 
then follow your family. Your family's tweets will appear in your timeline, and 
the Mac-related tweets will not, instead appearing only in your Mac list.,
