You can turn it off manually. Then turn it on again after an app install for 
instance and turn it off again. You cannot delete backups manually either, but 
i think it works fine anyway.

I don't think you can. Time machine will back up in the background, all the 
time - you shouldn't even notice it running. Constant backups are far 
preferable to weekly ones, especially if you need a version of a file from a 
few days ago.
