I didn't follow the process the whole way, but I got to the screen to add a filter on iCloud.com and that seemed accessible. I signed in, went to mail, then had to hit the "get mail" button, oddly enough. Once there I found "rules", from there "add a rule", and then i was in a pretty standard dialog to add the rule. Why you have to hit "get mail" to go to settings I have no idea, but once you figure that out, the process is easy.
