Hello, The area of the app store that you want is the area that describes the software made by Apple. I don't believe that the original plan was to make the applications available for free to all users, but apparently, this has changed. On my iPad 4th Generation, the apps were free. I can't speak for Garrage Band, as I actually purchased this application. However, Numbers, as well as iMovie, etc. were indeed free for me to download.
