Hi,

Are you able to make a FaceTime Video call to the same individual?  A reminder 
that FaceTime is only for calls between Apple ID's or iPhone numbers registered 
to your Apple ID.  If you are able to make the FaceTime video call, but not the 
audio call, then either the person you're trying to call hasn't updated their 
Mac to handle the FaceTime Audio, their device is turned off, or there really 
could be a bug.  It seems odd that there would be a bug right away upon the 
release of this feature, but, it is possible.

Do some testing first, post any relevant and specific results, and then we can 
proceed from there.
