It is strange behavior indeed. It says in the help for facetime that you can 
initiate a call from the app, but it also indicates that you have to designate 
contacts as Facetime capable. Just a slightly vague set of instructions, most 
likely. I may try it at some point, but I don't make voice calls often, as my 
hearing is not all that great.
