Can you please close this one as it's accumulated a lot of misleading
info.
With [1416] and some more troubleshooting the problem boils down to a
hostapd ioctl call failing when hostapd is configured to run as an open
AP.
This has a simple workaround (just use iwconfig commands in the ifup
script) so it's not a big deal.
If this turns out not to be a hostapd bug I'll open a new ticket here.
