#351: athctrl's procfile handling needs a little improvement

If the user does something stupid like "athctrl -i ath0 -d 50" instead of
"athctrl -i wifi0 -d 50", and the athctrl command cannot open the proc
file,
it silently fails. This patch adds an error message on failure. I also
fixed it to close the file after writing, rather than leaking memory and
fds.
