#396: where is the CLI ?

The users guide has a whole section on a so-called CLI that sounds like it
means Command Line Interface; I was most interested in playing with that,
my immediate application would have been to get the current ACL.
After quite a lot of time googling and searching around, I just could not
get it how I was supposed to start that CLI, a short sentence describing
where this can be found/compiled/installed would have been most helpful
I feel like I missed something pretty obvious, but still ...
