Comment:

 anonymous may be correct that other drivers do not work the same was as
 madwifi but that does not mean that madwifi should.

 It needs to be more clear what this bug is, I guess it could be either:
 - if there is a static bit-rate configured for a device, the monitor
 device should use it when it sends packets (this is reasonable)
 - rate control should run on the packets sent via the monitor device (this
 is more difficult)

 it's hard to understand why you would want to set the bit-rate for packet
 injection unless you want the device to run a bit-rate selection algorithm
 for you.
