the title of ticket is a bit misleading, i personaly haven't tested adhoc
mode, but the same happens as i wrote in first post, in managed and master
mode, if nothing is associated - or maybe only when nothing haven't been
associated yet and even 1 second of some other card connection or
connection probe eliminate this issue - to that athX on which we want to
set maximum txpower.
