r1560 is not working properly with 5211 chips (tested on two m-pci cards
from Alps)
symptoms are 0dBm / off on txpow in whatever mode (ap/sta/wds..)
also tried with older version i was using with 5212 chipsets beafore (not
without problems there) and it seemed to work only in sta mode, in ap/wds
was 0dBm
old drivers (old-r1417) works fine
i tried waiting those 30s (even few mins) beafore setting anything up, it
didnt worked
