#679: WPA-PSK/AES-CCMP doesn't work on some 11a channels

WPA-PSK/AES-CCMP works just fine on some channels, but works very poorly
if at all on others. Bulk of the testing on this has been done with
MadWifi r1611 and r1634, with hostapd/wpa_supplicant 0.5.3, using
wpa_supplicant with -Dmadwifi.
Everything works on ETSI indoor channels, 5.180-5.320GHz. On ETSI outdoor
channels this setup works only on 5.620-5.700GHz, but not on
5.500-5.580GHz. On 5.600GHz it sometimes works. Then again, everything
works on all 11g channels.
On channels that don't work station sometimes associates after a few
minutes of repeated messages, but usually not. When I change the AP to a
channel that works station associates very quickly, basically right after
finishing its next scan. Nothing is restarted and no other settings are
changed.
Using wpa_supplicant with -Dwext doesn't work on any channel, even with
11g.
When it's not working wpa_cli keeps repeating these messages:
