I have a laptop that can successfully associate and get an IP address
via dhcp on my two home networks, one of which is a linksys wrt54g and
the other is an SMC wireless router.

My school network is made up of mid to late 90's 802.11b wireless access
points that I can't really identify, the only markings on them say
"Lucent Technologies". After googling, it seems as though they are
 these:
  http://www.proxim.com/products/wifi/ap/ap2000/index.html

It looks *exactly* like the ones on campus, however the ones on campus
  are 802.11b only.

Therefore, my guess is they are ocinoco based AP's.

The jist is that I *can* associate to the access points, I get a
signal/noise ratio and all appropriate output in iwconfig. However when
I try to get an IP address via "dhcpcd ath0 -t 20", it always times out,
no matter what the value of timeout is. I check tcpdump logs and see 3
dhcp requests, 3 dhcp discoveries, and then it seems to quit.

I see no beacons, no broadcasts or anything else in my tcpdump log which
makes me believe it cannot receive anything from the AP, because I know
that it is broadcasting its essid. The capture was about 30 seconds
 long.
