 Not necessarily. As we use the "assignment" now it means that the person
 who has assigned a ticket to himself is taking care of it. If you file a
 new ticket, chances are that you don't have the time to take care of the
 issue, but want to make sure it's not getting lost and someone else can
 look at it.
