I cannot reproduce the described situation with r1690, WEP 64/128, essid
broadcast or hidden, with wireless-tools or wpa_supplicant on my hardware
(access point is wrt54g).
I have however seen problems with other access points and WEP, and these
may be exposed by this patch in some way. Please may I suggest looking at
the other tickets (#757, #756, #698, #657, #651, #454 and #428) for
similarities, or failing that, create a new ticket describing your problem
in more detail.
