#872: ubiquiti sr9 28db txpower setting

We are using the SR9 900 mhz card that claims 28db capability. setting
the card to highest power still reports 16dBm as max. (I understand the
driver reports -10dBm for some reason, thus reporting 26dBm)
Countrycode set to 840, current madwifi tree.
Need to be able to set 28dBm
