I observed this as well by measuring the output rate of a simple user-mode
UDP sender to a non-existent station while varying the retry limit. The
output rates go from full to 1/2, 1/3, etc. which means there is no dead
time between packets. CWmin setting does have an effect.
Fortunately, doing no exponential backoff is not too bad, actually it is
arguably an advantage :)
