#948: Wrong interface name returned by ieee80211_ioctl_create_vap()

Note: Before you get this far you need the patches for bugs #946 and #947
ieee80211_ioctl_create_vap() should return the name of the newly created
device. This does not always work. It seems like when there is no devices
and it is creating the first device it gets it wrong and return ath0 when
in fact it returns ath46 or something like that. When creating the second
device it gets it right and returns the correct interface name:

ath0 should of been ath48, which you can see by using iwconfg:
