#976: Creating a monitor mode interface increases the vap number....

While creating a monitor mode interface, each time the interface number
gets increased by one and [nounit] cannot stop this behaviour.
wlanconfig ath1 create nounit wlandev wifi0 wlanmode monitor
will not create ath1 then ath8..
I do not have any other VAP's loaded.
Version is the latest svn pull.
