 I resolved the issue - the problem was not in configuration - I used
 standard Fedora hostapd RPM binary but for madwifi I used RPM downloaded
 from other source.
 However madwifi uses some source files from hostapd so they must be
 compiled with using the same setup. If the setup does not match this error
 can be displayed.

 The resolution of my problem was to download latest stable (not SVN)
 versions of hostapd and madwifi and compile them. Before you compile
 madwifi you have to change config file to point to hostapd sources.
