Well, the note in the compatibility list you refer to says that this is a
hardware issue (board is not able to supply enough power to the card), and
your description suggests that you might suffer from a similar problem. By
reducing the TX power you also reduce the power drain of the card.
As it stands there is nothing that we could do on the software side to fix
this issue. Please contact your hardware vendor.
