 After insert the madwifi module as followings
 {{{
     insmod /lib/madwifi/wlan.o
     insmod /lib/madwifi/wlan_xauth.o
     insmod /lib/madwifi/wlan_scan_sta.o
     insmod /lib/madwifi/wlan_wep.o
     insmod /lib/madwifi/wlan_tkip.o
     insmod /lib/madwifi/wlan_ccmp.o
     insmod /lib/madwifi/wlan_acl.o
     insmod /lib/madwifi/ath_hal.o
     insmod /lib/madwifi/ath_rate_sample.o
     insmod /lib/madwifi/ath_pci.o
 }}}

 Why the default tw power is 9dBm, and the maximum value is 16 dBm. Is
 anything I can do to set the maximun value as the default value and change
 the limitation(16dBm)?
 {{{
 ~ # iwlist ath0 tx
 ath0      8 available transmit-powers :
           0 dBm         (1 mW)
           4 dBm         (2 mW)
           6 dBm         (3 mW)
           8 dBm         (6 mW)
           10 dBm        (10 mW)
           12 dBm        (15 mW)
           14 dBm        (25 mW)
           16 dBm        (39 mW)
           Current Tx-Power=9 dBm        (7 mW)
 }}}

 The same situation is in madwifi-0.9.2 and madwifi-0.9.4, thanks.
