I have the same behaviour on Meraki with r3348 and two patches from
OpenWRT:
* 100-kernel_cflags.patch (no influence on rates, only to make madwifi
compile)
* 111-minstrel_crash.patch (avoid bad rc1 panic: return if sn->num_rates <
0 )
