What're the important things? Nominating yourself for the council
ain't it: even if "Test User" was on the ballot, he's not going to get
a lot of votes, and there's no one who can step up and realistically
claim his seat.

Also, the election process indicates that the existing council and/or
the Nokia Community Manager (i.e. Quim) can reject a candidate in some
circumstances. The only one explicitly listed is that of a Nokia
employee who doesn't make it clear to the electorate that they are a
Nokia employee standing. However, it doesn't _preclude_ other reasons
- so there's a constitutional debate to be had if that power was ever
used.
