For Intro, sure - we should be referencing this from several places, no
need for it to be in the top menu bar. For Development, I disagree.
Catering to developers is one of the key use cases, and we should always
have a prominent link to the Development space of the site, IMHO.

"Develop" is pretty actionny too.
